I have no word to explain my feeling when I read an email from my foreign adviser at UCI, which reads: thanks for your reply, the transcript confirms that you proceeded to Ph.D candidacy and are now eligible for reduction of the non-residential fees, but "since our office does not get involved with the payment amounts we wanted to confirm with you that matter." Why? Why can't they do this by themselves? Does this mean that administrators can't communicate with each other? Is this due to the relative autonomy of various administrative offices, which prohibits one from getting access to certain information that belongs to other dimensions of administration? No centralized database of student information? Moreover, why are students required to do this mediating job, moving back and forth among various offices and fetching required documents, while administrators are just in their offices, waiting for us bringing everything they need?
